The agreement to establish the Eastern Caribbean Central Bank (ECCB) was signed on 5 July 1983 by the governments of Antigua and Barbuda, The Commonwealth of Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia and Saint Vincent and the Grenadines. The ECCB came into being on 1 October 1983 following the enactment of enabling legislation by the respective governments.
The ECCB headquarters are located in the city of Basseterre, on the island of Saint Kitts .
To indicate the country or territory where the notes were initially issued, the ECCB notes use the same country codes as the preceding issues, but as serial number suffixes instead of overprinting them in circles. The exception to this rule is that notes for Anguilla have a U in circle overprinted on notes bearing the suffix V normally reserved for Saint Vincent and the Grenadines.
