Charles Taylor
1991 “Liberty” Issues
On 22 November 1990, Amos Sawyer assumed the role of interim president following President Samuel Does torture and assassination by rebels on 9 September. This note was introduced in 1991 to replace the 5-dollar notes dated 1989 because large quantities of the preceding issues had been looted from the National Bank of Liberia at the onset of the First Liberian Civil War. The introduction of this note effectively created two currency zones in Liberia.
The new “Liberty” notes were legal tender in government-held areas (primarily the capital, Monrovia), while the old “J. J.” notes were legal tender in non-government areas held by rebel leader Charles Taylor. Each was illegal in the others territory.
The First Liberian Civil War ended with a peace agreement in 1996, and Taylor was elected president the following year, but the peace did not last and the Second Liberian Civil War broke out in 1999
