In response to the economic crisis of 1990, the government established the new Somali shilling worth 100 old shillings. Two denominations of new shilling notes were printed and delivered in late 1991, after civil war had broken out. The notes were seized by interim president Ali Mahdi Mohamed and circulated in areas under the control of his Mogadishu Northern Forces.
